Two things I've heard about why he doesn't want to:

 

1--It'll set the Donald off if this gets put on his desk to sign, and cause even more division within the GOP and the make the blue wave in November even bigger

 

2--He wants the Donald to fire Mueller to lead to impeachment, get rid of him and get the GOP to fall back in line and become a more unified party.

#2 sounds like a pipe dream unless #1 happens....

I don't think this is how justice is supposed to work.

 

If this reporting is accurate, Trump is colossally and openly corrupt. I certainly see what Comey was getting at with his mob boss comparison. The lens through which Trump views the Department of Justice is "Who can do my bidding and protect me?"

 

Though it will be rather entertaining if part of what helps to bring him down is his inability to understand the difference in legal parlance between a target and a subject of an investigation.

Something that has come to my mind each time we hear he's not a target.

 

a) there could be an unspoken "yet" or "now" there

 

b) the people telling him this are not under oath. And maybe they're not flat out lying to him but they can be vague and are free to leave out whatever details they want.

 

c) it doesn't mean they're going to ignore anything they might find on him.

I'm not an expert in how this whole process goes.  Grassley is saying he's moving forward with a vote on the Judiciary Committee.  So, I'm assuming this is a vote to send it to the floor....for which McConnell can then block? So, Grassley is basically calling McConnell's bluff and forcing him to officially make the call to not send it to the floor.

 

Interesting.

Wow, good on Grassley. 

 

I"m no expert either, but my rudimentary understanding of it is a Majority leader doesn't dictate what does and doesn't get put forth for a vote implicitly, but they are tasked with making sure whatever is put forth is sound and has a solid chance.
