What?  Why not?  That's exactly what they do - retain records of politicians and governments for future dissemination in the name of transparency.

I'm not doubting there are some not great things on the recording. The problem is who is putting it out. Veritas is the same group who have edited video of a confrontation to try to prove their story. @RedDenver is correct in wanting to wait for a more reputable source, or an entire release. O'Keefe is a known bad faith actor in his reporting.

The article doesn't actually say it's the same recording, but instead implies that it might be. Based not on the audio but a description of what's in the audio:
