Not real sure about this list, though adding Marching Bands may sway it some.

My thoughts:

 

20. Your favorite team's fight song - Obvious

19. "Seven Nation Army," The White Stripes - Really like the song but not sure it works as well for a band

18. "Uptown Funk," Mark Ronson, Bruno Mars - Kind of the same as Seven Nation Army but better for Marching Bands

17. "Kashmir," Led Zeppelin - Maybe for marching but not pep

16. "The Horse," Cliff Nobles and Company - Classic

15. "The Final Countdown," Europe - Definitely

14. "Smoke on the Water," Deep Purple - Top 5 for me

13. "Rock and Roll Part II," Gary Glitter - Never really liked this as a pep band song

12. "Gangnam Style," Psy - Not feeling this one

11. "Call Me Maybe," Carly Rae Jepsen - The song is catchy but not for bands

10. "Live and Let Die," Paul McCartney and Wings - Not a pep band song

9. "Forget You," Cee-Lo Green - Not to bad for the newer genre

8. "Hey! Baby," Bruce Channel - Another classic

7. "The Impression That I Get," Mighty Mighty Bosstones - High end of the newer entries

6. "I Can't Turn You Loose," Otis Redding - Definitely

5. "Nine in the Afternoon," Panic! At the Disco - Not as familiar with this one but it has a good beat

4. "Bulls on Parade," Rage Against the Machine - Would like to hear a college band on this one, it has potential

3. "Tusk," Fleetwood Mac - Eh ... not for me

2. "You Can Call Me Al," Paul Simon - Pretty good but not #2

1. "25 or 6 to 4," Chicago - Would probably have to agree here

These types of lists by nature are usually pretty subjective. But I have to say that is a really good (like unbelievably good) list. #1 is a given and not debatable. Tusk at #3 is excellent, at some point I heard the USC marching band do it and it was excellent. There’s a few on that list I would have to look up and give a listen to be sure but they are on with most of it so I’ll trust them.
