For example, teams will not be allowed to wear black numbers on black jerseys with a border of a bright color around the numeral; it must clearly contrast with the jersey in and of itself.

It wasn't a rule last year that I'm aware of. This is a new rule for this season. Therefore, last year's uniforms were not violating the rule because the rule didn't exist till now.
