Basically what I've been told by a local network operations manager is that the network affiliate doesn't get to choose which game they want. The game is assigned to each affiliate by Disney/ABC/ESPN, probably based on what historical ratings have shown in a given region.

The small blue spot is WWSB 7, the ABC affiliate for Sarasota and Bradenton (Tommie Frazier, Latravis Washington). That area has probably shown a historical preference for Big 12 or Nebraska or Oklahoma, so they were assigned the Big 12 game this week.
