Right now, the answer is lack of talent.
Smart QB play and a couple talented WR’s would transform this team.

We are starting a third string QB and RB. No WR’s with Betts gone, Washington out, Garcia-Casteneda out… and we are 3-3, barring a fumble from 3rd string RB , likely 4-2.
I think Satterfield gets a pass this season; maybe even praise.
The offense he is calling is limited by the personnel he has available.- 2
