We have a policy against assassinating foreign leaders.
That phrase needs a wink emoji, because there have been a few foreign heads of state that have not survived US "intervention." There was the overthrow of the Iranian government in the 1950s where we put the Shah in power, various coups and government overthrows in Central & South America sponsored, funded or directly operated by the CIA, similar actions from Africa post-WWII, Manuel Noriega in Nicaragua in the 1980s, Saddam Hussein in Iraq under W... and that's not remotely a full list.
So while we may not directly put bullet into brain, we sure do depose foreign heads of state, and often they don't survive the process.
