Eh. I see what you're saying. That's something we see on our DL every snap. It's something they can call, but often don't.

He never spun him around and the defender actually spun away from him to get in on the tackle, so a weak hold to begin with. It had an affect as much as a normal block would.

 

By the book? Sure, it's a foul. Just like most blocks on the O line, since everyone is thaught to grab an inner pad for control. 95% of the time it's never called though, and this shouldn't have been either.
