Ratings boards already leaked that there will be a PC version, and IIRC, Rockstar already copped to a PC version...but it will come out after the console launch, like GTA IV did. Hopefully they'll optimize the PC version for the platform--IV was just a resource hog and a mess. If they don't, the modding community well. Quote Link to comment

Yeah, Rockstar has tended to treat the PC like a redheaded stepchild, like many console first devs tend to. Well, and there's been speculation that with GTA V releasing so late in the console lifecycle (later than San Andreas, at any rate), and with them delaying the PC release, that Rockstar will look to port GTA V to the XBox One and PS4 soon after the PC version comes out.
