Who may not return ballots

Laws in the following nine states name specific groups of individuals who may not return mail ballots, such as employers, union agents, candidates, and campaign workers. 

Limits on number of voters/ballots

Laws in the following 10 states place limits on how many ballots a person may return on others' behalf or on how many voters for whom one may return ballots.

Voters meeting specific criteria

Laws in seven states and D.C. only allow another person to return a voter's ballot if that voter meets specific criteria, such as having a disability or qualifying for an emergency ballot.

Ballot harvesting is illegal.  These states allow a certain chosen person to return a ballot from a certain voter based on that voters inclusion criteria. 
 

Ballot Harvesting in its illegal sense is not what ballotpedia refers to above.

You made the claim "ballot harvesting" is illegal in every state except CA. I showed that's not true. Even this response by you shows it's not true.

 

Admit you were wrong or show us the laws making "ballot harvesting" illegal in the other 49 states.

You already provided the link.  People can look into each individual state if they wish and find the difference between legally collecting a ballot for someone in need or illegally harvesting a ballot for someone who isn’t eligible for ballot collection.

And that link shows your statement that it's illegal everywhere but CA was wrong.

Husband charged with murder of missing wife in Colorado is also charged with voter fraud for filling out her ballot

A Colorado man who was recently charged with murder in the disappearance of his wife a year ago has also been charged with voter fraud for voting for Donald Trump in the 2020 presidential election using his wife's mail-in ballot, according to an affidavit.

Barry Lee Morphew last week was charged with murder, tampering with physical evidence and attempting to influence a public servant in connection with the death of his wife, Suzanne Morphew.
Suzanne was reported missing on May 10, 2020.
An arrest warrant filed in Chaffee County, Colorado on Thursday shows that Barry Morphew faces charges of forgery and offenses relating to mail ballots.
 
The affidavit shows that a Chaffee County clerk reported the alleged voter fraud on October 22, 2020, after receiving a "voter ballot predesignated for a missing person, identified as Suzanne Renee Morphew."
While the ballot did not have a voter signature, it had a handwritten name of Barry Lee Morphew on the designated signature line for a witness, according to the affidavit.
When FBI agents went to interview Barry Morphew on April 22, 2021, he told them he did it because he wanted Trump to win reelection.

Good thing we have all those laws being proposed and passed to make our third world election security tighter because the past election was wrought with fraud...oh wait.   Maybe election security wasn't really what was being addressed.

Approximately 3,000 mail-in ballots counted in the Nov. 3 election were supposedly cast by UCSB students residing in a voting precinct that, along with other dorm buildings, includes the Francisco Torres/Santa Catalina Residence Hall at 6850 El Colegio Road in Goleta.

Problem: Due to COVID-19, the Torres Building, which normally accommodates 1,300 students, was empty and locked down through most of 2020, as were all other UCSB dorms.

This should be investigated, but the story ignores some pretty crucial details like that the fact that the precinct includes dorms doesn't mean that there aren't 3000 voters in the precinct that don't live in dorms. No where in the article is the claim made that any of the ballots actually came from the dorms. And even ballots that came from the dorms, there's no claim that students couldn't have come by and picked up their mail. It's possible voter fraud occurred but there isn't any evidence of it yet.
