For now.

Forever.

It's unlikely Nebraska (0) will ever have elite recruiting due to population. Alabama (59) borders 2 of the top 5 most fertile recruiting states in the country, Georgia (141) and Florida (226).

Nebraska (0) meanwhile borders Wyoming (0), South Dakota (0), Iowa (7), Missouri (12), Kansas (6), and Colorado (10).

The numbers in parentheses are the # of blue chip recruits from 2013 to 2017. There are less blue chip recruits (35) in all of the states bordering Nebraska and Nebraska itself than in the state of Alabama. Even if you halve Alabama's # due to Auburn, that's 29. And they still have Georgia and Florida vs Missouri and Colorado.

It's like spear fishing vs throwing a net.
