A lot, but a lot also leaves through the lower levels of the military. Guy who's supposed to be in charge of maintenance & repair on trucks pays for a half-assed job and pockets the difference. Trucks roll into Ukraine, proceed to go poop. That, and Putin is ALL about image, so he likes to spend money on (and show off) fancy jets & missiles, while the less glamorous parts of the military are done on the cheap. Link to comment
