By all the things I've read when we were recruiting them, yep.  Pocket passers usually have a better arm than dual threat QB's...usually.  I think Gebbia does.

Being rated a dual threat versus pocket passer doesn’t have to do with arm strength, it is about mobility and playing style. Tommy A. had a cannon but was a dual threat for example.

Not trying to be argumentative. I just don't remember reading/hearing a lot of opinions on their respective arm strengths.

Martinez’ doctor said, after his surgery, that No One has seen Adrian at 100% (arm strength) and that includes his Junior year. The implication was that he had fixed a longstanding problem and now he WOULD be 100%. Assuming that is true, his true arm strength is really only being evaluated/developed now.
