Tampa fans aren't showing up to games anyway. Through 38 home games they are 29th out of 30 teams (ahead of only Miami) in average attendance, and that's with the team doing very well. Short answer is the owners were invested with Bernie Madoff so they "getting" massive returns on their investments.
