It's so big because we have been playing world police and neglecting our own home for so long.

 

But to your point, the article points out sizeable tax increases on high earners and corporations to offset some of the expense.

Agree with both of you. The cost is CRAZY high, but we do have a lot of catching up to do since the last several administrations have ignored infrastructure. 

 

Just rebuilding our D-grade bridges is going to cost a chunk of change, and we should be going way above and beyond that.

I agree here, but let’s not stop with that.  Let’s look at every portion of government spending and get rid of the fraud, waste, and abuse.  Let’s eliminate the needless end of year spending rush that government accounts make on unused fiscal year money.  They do this in order to show they used their entire budget during a fiscal year so they get the same budget plus the increase the following year.  Lots of waste there too.
