Major Rule Changes Coming to NCAA Basketball?

I believe a primary reason (among others) that a move to quarters has been a non-starter is because it would eliminate a TV timeout each half. Using the women’s rules as an example: there’s a tv timeout at or below the five minute mark of each quarter. That leaves 3 tv timeouts over the course of the first half versus 4 and obviously same for the second half.

But, the would have a longer one between quarters.
