As someone who grew up with the OU rivalry, it's hard to see Iowa as a rival. We'd have to be in the game let alone win 1/2 the time. Huskers not competitive enough
By any measure OU was a great rivalry. Thanksgiving must see TV. Many times the winner was in a position to win the Natty.By that reconning, Oklahoma wasn't really a rivalry from 1943 to 1980.
And basically not a rivalry again from 1988 to 2004.

Floyd of Rosedale is far more important to Iowa fans as far as trophy history/significance/importance. Iowa St is annoying and because they're in state it gets pretty heated. The "obsession" as you call it with Nebraska didn't exist until things like Eichorst evaluating where we were, Frost talking smack about us, etc. I would say for most Hawkeye fans the ranking of rivalry importance would be 1. Minnesota 2. Iowa State 3. Nebraska 4. WisconsinIf the measurement is equals in battle ... well a pair of 7-4 teams straining to become relevant. Kinda equal
If the measurement is two teams with passionate fanbases who cyber-hate each other. Kinda equal.
If the measurement is border-states who really care about bragging rights. Well ... maybe
If the measurement is historical significance/success ... then, no.
If the measurement is equals in terms of series wins. Squawks 23 Huskers 30. So I voted no. If recency is the measuring stick, it's still no. Since we have struggled for a while.
DOES the conference want it to be? Obviously.
Do outsiders see it that way? OLD-schoolers know better. But some of the younger crowd who have been watching since we joined THE B1G may be sold.
Is it evolving into one? Good question. From a cursory glance at the enemy priority 1 seems to be the CLONES. They also have 3 additional trophy games in conference. Wisky; Minny and us. And from what I can discern their obsession with us is only trumped by their in-state rival. So if we level up to where we should be, we might be promoted to number 1 on their list.
