Tell them of your concerns, ask if they have any objections to you applying something to the top of the "fence" to discourage the dogs from crossing, etc.
Probably nothing worse than having neighbors mad at you and possibly willing to take it out on your Dog or Kids.
I also thought about involving the HOA by asking permission to increase the height of my fence..that should take less than nine months for approval...still pisses me off that I need approval from a private government when I want to make improvements to my own property.
