o..so lower is better? because ive been making it highter thinking it was better. i thought it said quality..it was starting at 85 and i just bumped it up to 100 each time

Depends on the software. On some, it is quality, so higher is better. On others, it is compression, so lower is better. Take a close look at the dialog box to be sure which option it is discussing.
