There used to be a three-strikes rule (as @knapplc mentioned) but - as you say - I'm not sure that's really fair.  Three strikes in a year isn't good.  Three strikes in 10 years probably isn't that bad.  So I really haven't seen a hard-and-fast three strikes rule applied since I've been involved.  We try to look at the whole picture, including longevity.

We've had a similar discussion about whether the points should expire after so long.  If they expired after, say, two years then a three strikes rule may be appropriate.  Be I have always spoken in favor of keeping them permanent - so there is a record of history - but also taking into account that stuff from a long time ago probably doesn't have much bearing on any current punishment - unless it's something they've been specifically instructed to not do.

Back in the day we used a three-strike code, but it wasn't enforced in every situation.



Longevity played a role, as did previous encounters, etc. Each situation was judged on its own merits.

There were people who could have been banned back in the day but weren't. We would err on the side of leniency whenever possible.
