I have lived in the DFW area since 1988 and have attended 3 Cotton Bowls as well as 2 Texas-OU games. Parking is a nightmare around the stadium. If you are going, plan to get there early. I live in Arlington, which is about 45 minutes to an hour away from the stadium and I plan on leaving my house at 7 am. There will be traffic in and around the stadium and it usually takes us til 8:30 or 9:00 to park.
If you do not have a parking pass i would very strongly recommend using DART's (Dallas Area Rapid Transit) shuttle to the game. The only parking, outside of official parking, are lots owned by people living in the neighborhood. The fair park side of Dallas is not the nicest part of town (to put it nicely) and I would not recommend you parking your car in one of these lots.
