Jim Delany calls Huskers "The Packers of the Big Ten"

The Packers won 9 NFL Championships before the Super Bowl even came around.

They have 13 total Championships.

The way I understood Delany's comparison was a Small Market, Great Fan Base and National Following. Both teams have won Championships, but the Packers have Title Town and not the Huskers.
That's like Notre Lame counting all those "championships" when there were only 5 teams in existence.

Not really. In the years that Notre Dame claims MNC's, there could be up to half a dozen other teams that lay claim to the MNC as well.

The Packers still were the only team recognized NFL champions in the years they lay claim to.

And I'm not a Packer fan (Bucs) either, but they are legitimate titles.
