Josh Mitchell to Sign with Colts

If he signed does this mean he gets paid or does he still need to make the roster to get paid?

He'll get some sort of payment - per diem or something - as long as he's there. But he won't make the actual salary unless he makes the final 53 man roster.

Yep, he might have gotten a signing bonus of $1-2k, and get some cash for taking part of training camp, but will need to make the roster out of training camp to get the rookie minimum of a few hundred thousand.
 
I believe NFL teams are allowed to distribute a total of $75K in signing bonuses for their underrated free agents (not per player, that is a pool of money to be distributed to all UFA's as the team sees fit. If he doesn't make the active roster out of camp, scout teamers still make a few thousand per week.
