My dad actually has two of these certificates, one from 1984 and one from 1997. They are a little comical if you look at them. On top they have the state seal with Poseidon on either side coming out of the sea touching a logo of N.S.N. wrapped around an anchor.
Under that it has the title ADMIRAL flanked on the left with the current Governor's name and on the right Theodore W. Metcalfe Chief Admiral. The bottom of the certificate has a covered wagon schooner flying the American flag with SHIP OF STATE NEBRASKA written on the canvas, a man fishing off the schooner and another looking through a spy glass, with cannons coming out of the side of the schooner's hull.
The certificate reads:
"The Great Navy of the State of Nebraska to all who shall see these presents greetings
Know ye, that reposing special trust and confidence in the patriotism, valor, fidelity and abilities of (name) and knowing you to be a good person and a loyal friend and counselor I have nominated and do appoint you an Admiral in the Great Navy of the State of Nebraska. You are therefore called to diligently discharge the duties of Admiral by doing and performing all manner of things thereto belonging. And I do strictly charge and require all the officers, seamen, tadpoles and goldfish under your command to be obedient to your orders as Admiral-and you are to observe and follow, from time to time, such directions as you shall receive, according to the rules and discipline of the Great Navy of the State of Nebraska. This commission to continue in force during the period of your good behavior, and the pleasure of the Chief Admiral of the Great Navy of the State of Nebraska.
Given under my hand in the City of Lincoln, State of Nebraska this (day/month/year) in the year of our Lord."
