Should my mom build a retractable dome around her house to prevent flooding?

Nay - she should go non-retractable glass dome. Actually, to really help with flooding, she should go beyond the dome and build the entire sphere.

 
Yes, of course she should. I mean why would anyone not want to build a retractable dome to prevent flooding? It pretty much answers itself. The real question is if she should get sharks with lasers mounted on their frikken heads, after the dome is built.

 
Does you mom have a roof on her house? Cause if she doesn't a dome would work, but it'll be cheaper to just put a roof on her house.

I have a feeling that if we all vote for her not to build the dome, she is going to declare a household emergency anyway and divert funds from the grocery budget toward building it. All of the neighbors who do not want her to build the dome must support open flooding. Floods are known to carry mud, insects, and fish (although some, I assume, are good fish), so the only solution is a big beautiful dome.

Even if you don't call it a dome, it can be a cupola, a yurt, I don't care what you call it, we just need to take flood security seriously around here. In fact, we've already started to build the dome!
