Stadium Noise Rule?

What is the rule for playing the sound system in the stadium between plays? I was at the game and the sound system was blasting up until Nebraska snapped the ball for probably 3/4 of the snaps. They could not get crowd noise so they artificially made it. It was blaringly obvious

Yes i was there too and asking illini fans if that wad common as its illegal from what I understand of the rules. It resulted in at least one false start. There werent enough Illinois fans there to make noise so they blasted sound during our snap counts when the game clock was winding down.

Also. The person behind me told me the Illinois band got a penalty two years ago for playing into the snap. So they have a history.
