You throw to the receiver that's there. See cg_8's posts for his consistently good analysis. That was a good playcall and a good read, I think. If anything, the personnel should have been adjusted to have Westerkamp on that side.
It really should be a no-brainer that you go to the first read if it's there. Kind of amazing that people consistently criticize Tommy for predetermining where to throw or locking into a receiver, but when a play doesn't work, they ask why he didn't do that.
