The best staffs when it comes to early offers

I personally feel that Bo and his staff have just gotten better and better with recruiting and one thing I notice now is that they seem to be the first team to offer kids which is a HUGE help in landing the kid.

What staffs do you guys feel are very good at being the first to offer a kid, before he is "discovered" so to speak by Rivals.

 
It appears that our staff is very good at locating the talent that they want and getting in on it early. I wouldnt think it is inaccurate to say that our staff could be the best at this.
