I'd have Rey, Kylo, Obi-Wan, and Han in the upper echelon. It depends a bit on what you're using for criteria. Luke and especially Leia were some of the least interesting characters in the series for all the screen time they got. Akbar is more of a meme than a character. I guess you can't not have Yoda, the Emperor, and Darth up here too.
I guess it's also hard to compare very different roles, but a lot of the side characters added a lot: Mace, Lando, Maz, Dooku, Chewie, R2-D2, BB-8, etc. But they have to go below the top main characters of the show, I think.
I think Boba Fett is also way too high. It's hard for me to say where the Rogue One group goes, because there was some really nice casting there to go with what I thought was pretty awful writing. It'll be a shame if that's the only movie those characters get.
