You could set an amount but then it becomes does everyone get the same. Starters the same as backups. Football players the same as softball players. No idea how they could sort that all out and make everyone happy.

 
This news is even less surprising than learning that congress got nothing done yet again today. Alabama cheating? Like anyone that matters would care. NCAA- the United Nations of the collegiate sports world.

Yes, they could set a limit. Doesn't mean every school is going to follow that rule either. The SEC will have to make sure they keep getting the best players and the only way to do that is to pay more than another school
