This falls under "Fool me once, shame on you. Fool me twice, shame on me." If this happened exactly as you're describing, the Administration is 100% aware of it. With that awareness,
if they don't tie Bo's future payout to his after-termination behavior under the Conduct Clause, they're fools and they get what they deserve.
