The only thing that makes this plausible is that it comes out of the Big 12.

The article just says "Someone" will be tasked with reviewing....which knowing the Big 12, I'm sure that person will make fair, reasoned decisions that will in no way be controversial.

The fact that this could very well be someones job, to count replays and decide to fine teams is both hilarious and sad.
