There was a very clear difference in the overall quality of athletes on the team in 1998 and in 2003. There is a reason why Pedersen reportedly told Solich at the Kansas(?) game in 2003, "You lost this game 4 years ago."

And of course there was the persistent rumors about Frank's womanizing and alcohol issues as well.

Frank was not cut out to be the head coach at a program like Nebraska. He's found a position more suitable to his skillset. So in the end it worked out well for everyone. But when Osborne retired, there should have been a national seatch for a replacement.
