I don't think it was the staff, so much as the recruits using it.  Tyjon used it.  An article from "Land of ten" said this: "If you’ve seen the small black flag emoji that recruits use, that was something Radley-Hiles started."

I still don't know the meaning of it, though.  It's a relatively new emoji.
