Phase One:   Label the other party (Dems) as the party of fraud, cheats and malcontents

Phase Two:  Spread the lie far and wide

Phase Three: Implement the GOP plan of fraud, cheat, and malcontentment

Phase Four: Nominate radicals who support Trump blindly

Phase Five:  Repeat #1 when the press notices # 3

Phase Six:    Repeat the above cycle for each election 

Phase Seven:  To insure that the cycle never ends:  Gerrymandering as suggested by @ColoradoHusk

You are forgetting Phase 7, of if all of that fails, do what you can to ensure the elections are rigged in your favor.
