It means that, Vegas doesn't think they will lose money on people placing bets with those odds.  So, more gamblers are going to place bets on Rhule being the coach.  So, the put the odds at this so they don't lose money.

BTW, I do prefer Rhule over Aranda - I just didn't think Rhule would be a possibility.  Rhule set the stage for Aranda to succeed at Baylor.  If Rhule comes here with his NFL experience perhaps he can bring a great DC and OC with him.

Media guys get info from different sources.  I don't know if that makes them "insiders" but they typically get more info than they lay-person.
