Is like to see this presented to Congress as proof, but color me not shocked if it’s actually true.
While there is no doubt some truth to this - the government employees a few million people, it's impossible that it's not true - a lot of the "zero use" is going to be from agencies buying licenses for various programs in bulk, saving money while giving access to users who may not actually need it. 

They likely also buy 'Enterprise' level access, again to save money. If you can have an unlimited number of users have access, they'll just create a log in for every new employee just in case they ever use it. 

I promise that the vast, vast majority of government spending outside of defense is well accounted for and justified many times over.

This is one of the dumbest posts I've ever read. There is free whiteboard-esque software you can use on a computer during meetings and even project it if you want. Crazy new technology here /s. And this is a tech company, where you'd expect even less people to use marker boards to conduct meetings that your average one.

And every company will have software subscriptions that aren't used. Generally you have to buy a certain # of subscriptions, and you don't buy less than what you need.

We understand the concept just fine. Show me the proof, or even any evidence past "George Soros = Bad" showing that this money is fraud or abuse. I'd include waste in there too, though that's a much more subjective term and I think we'd have plenty of disagreements on things that money are wasted on.

The vast vast majority is a vague term and means absolutely nothing.  80% is a vast vast majority which would mean 20% is not well accounted for and not justified. 20% of $5-7 trillion would a vast vast waste of money many years over.

I'd include waste in there too, though that's a much more subjective term and I think we'd have plenty of disagreements on things that money are wasted on.
The article posted for you by mlb was a good start for you to look into.   Follow the money from the original entity to the end point spender and what the money was spent on.  DataRepublican on X is a good source for you to follow and understand the more properly.

And the various government department within various government agencies could very well have excess subscriptions when headcount turns over, cell numbers that don’t get turned off and a new employee gets a new service number adding to the account etc.   

My first real job out of college was selling paging equipment to large accounts which includes GSA.  Once NexTel made inroads, the Procurement office finally did an inventory or active pagers on the account and found only 60% to be actively used/needed and they had no idea where the equipment even was for the other 40% all the while paying the monthly service.  Even with a quantity discount deal, the dollar waste was huge.  So no, I don’t believe that was one of the dumbest posts ever based on prior experiences.

Unless you're looking at defense, the amount of 'waste' is going to be negligible. This idea that government spending is full of waste is a Republican fantasy that needs to die. 

When I say the vast majority, I mean like 95% of non-defense appropriations goes to where exactly the law says it should. A very, very small amount is going to be waste or fraud. Now, you may not like or agree with said spending - but disagreeing with it isn't waste or fraudulent. It's why the Anti-American DOGE committee has embarrassed itself by not finding anything yet. Like most Republican politics, it's a sad joke.

Yes this is very typical sounds like a big deal to idiots s#!t that Elon loves. I have worked at several chips companies and almost no one uses the white boards anymore. In fact I remember the last time someone tried to we couldn't find a working market. It's a very stupid metric to use to say work isn't being done. It's also a pretty good showing of classic Elon to point to the most minor s#!t because he doesn't actually know what is going on. He makes s#!t quality cars and he completely f#&%ed the Twitter code because his understanding of coding is f#&%ing terrible. Good thing that is happening in the government where he will save 10 million dollars and collect another billion in subsidies while letting China extort more soft power and gain more favor where hmmm Elon has a large investment stake interesting.

I read the article, and others. It says that the East-West Management Institute (not George Soros, nor an organization that George Soros has direct connection with) has received $270 million+ in grants over the last 15 years, and then briefly explains their mission and some of their initiatives in eastern Europe, with no real details.

Is there some demonstrable evidence of fraud, corruption, abuse, or use as a slush fund included in this article that I'm missing?

It says some of their claimed programs include judicial reform, legal aid, and rule of law initiatives in countries like Albania, Armenia, Cambodia, and Georgia, as well as civil society training in nations such as Kyrgyzstan and Uganda. It doesn't say if that money was or wasn't used for those programs. It doesn't say that those programs are a smokescreen for something else, or that they aren't doing what they're claiming. It doesn't say if anybody's gotten rich, or if anybody's been breaking the law, or if the money hasn't been accounted for, or if the money is serving interests other than our countries', or anything else. Also, the last week of DataReuplican's tweets show zero results for Soros or East-West Institute, so no help there.

So, again,
