what can happen? if they stop him from transferring they have a QB who doesn't want to be there collecting $4,000,000? the dude signed the contract and should live with it but he can make washington pay if they stop him.

There are probably loopholes, but performance based contracts aren't allowed - has to be for their name, image, and likeness and not on field performance. They can't make him play. But he's going to play one way or another, they can always find a judge willing to put things on hold.
