What is this thing?

I found this thing in the basement of the building where I work. It's made of glass, and is about 2 inches across and a little over an inch high. It has seven holes in it, each just the right size to stick a pencil or pen into. I use it for a paperweight. Anybody have any idea what it actually is?

 
It kinda looks like the bottom part of this thing. Which is a Vintage Fan Diamond Toothpick Holder, so I doubt that is what your thing is but I just thought it looked pretty similar.

I looked at it yesterday when you posted it and I thought maybe it was insulater on a telephone/power pole. They used to have glass or ceramic insulaters that secured the lines to the poles. That's my W.A.G. :dunno

Yesterday, after I got to looking at it, I thought it might be a lemon juicer for making cocktails. My building used to be a tavern 70 years ago.
But I think you are right about the flower arrangement frog. It looks just like this one. LINK Thanks!

 
No problem.

My grandma was really big into iris and gardening when I was a kid. She had quit a few of those and I would use them for crayon holders.
