So word is Philly tried (at least) two trades to get the Titans to swap the #2 pick. One was two first round picks, a third round pick and at least four current players. They also offered two first rounders a QB (very likely Bradford) and another player. That's a lot to turn down for one guy, especially when they could have gotten a veteran QB.
