This rule doesn't make sense to me. So he was over hydrated and they count that the same as testing positive?

I think it just means he has to take the drug program, but they can't suspend him for it. Don't quote me on that though

I read he's automatically enrolled in their drug program. Whatever that meansI think it just means he has to take the drug program, but they can't suspend him for it. Don't quote me on that though

It's ridiculous that a diluted sample is kind of treated the same as a positive sample. I understand that players may try to cheat the NFL drug testing program, but a diluted sample is due to having too much water/liquid before the test. I have had a diluted sample in a drug test that was given me for a prospective job. That employer didn't retract the job offer, they allowed me to take the drug test again.
