Who the $#@! is G Herbo?

Rapper from the south side of Chicago.  Used to go by Lil Herb.

I got that much from Google.  The real question is does he have any skills or is he like most current rappers who have less ability to rap than I do?  The second question is is the "H" in Herbo a hard "H" like hello or a soft "H" symbolizing weed?
