Rewatched the full video a few times and this seems to be exactly what happened. I’m sure he’s a bit nervous, is holding a cane and a bible. He’s looking down the whole time and Kamala is retracting her hand by the time he realizes a handshake has been offered to the wrong hand by Kamala.
