In California they passed a "gas" tax that said the money had to go to schools. It never did, it went to fund leftist politicians. You're just a boy so it's understandable you don't know how the world works. Because money is fungible your idea that donors/taxpayers/tuition and the money they generate don't co-mingle is ... embarrassing. I worked in the business office of a major university, there is no such thing as separation of dollars. By law, it is often supposed to be that way, but when you become a man you'll learn how much the ambitious & powerful actually obey rules.
