So pretty much tells you grades are the issue. He can't get an official offer until he looks like a qualifier. That plus JUCO = grades.

Yeah, his grades weren't an issue at all according to previous reports. I guess it's possible that that part of the story was fabricated.

 
They probably got the info from the exact same place they get their info from for every single recruit they write an article on

It doesn't necessarily have to do with grades why he is going the JUCO route. Lots of kids with good grades head to JUCO schools to play sports if they don't get offers out of high school. It is really common in baseball.
