Y'know it wasn't that long ago there weren't recruiting rankings and people trusted their coach's scouting abilities.

It has more to do with scouting in total.

What's more likely:

1. Nebraska's staff is so incredible at scouting that they were able to see something dozens of other P5 coaches didn't see

OR

2. The player, in the most heavily recruited area in the country, is looked at but was not given offers from big time schools.

Recruiting isn't all that complicated. Recruit high rated players with big offer lists, and you have a chance to win. If you don't, you will lose.
