Yes he is.   It doesn't hurt that 80 percent of the recruiting pool has already signed LOI.  Competition will be high for the late signing day

I question how much he really ever wanted to come to Nebraska. We were on him early but he seemed to drag things out enough for a team like Clemson to come in late.
