The police put up notices warning the public about a certain type of crime, but this actually helped the criminals. How?

Were the criminals thieves of some sort?

Did the notices somehow delay or prevent the criminals' arrests?

Did the criminals have to observe the public reading the notices to benefit?

Did the notices ask the public to take some sort of action if they identified themselves as potential victims of this criminal activity?

The Criminals were pick pockets. As the Police were putting up signs about items being stolen, when people were reading the signs they were getting their stuff stolen.

The police put up notices “Beware of Pickpockets.” The pickpockets stood near a sign and noticed that when people saw it they immediately checked that their purses and wallets were safe. The pickpockets then knew where their victims carried their purses and wallets, which made them easier to steal.
