I don't think there's any question or debate - it's mostly a development problem. No offense to Dan, but, it seems like an obvious discussion.
Several components weigh into this (coaching, putting players in a position to succeed, identifying positions a player may best succeed, etc.) but just compare Nebraska to other Big 10 Schools. Michigan State and Wisconsin have recruited at statistically inferior rates to Nebraska but both of those programs have accounted for conference championships in the last decade.
It's unlikely Nebraska will ever recruit at a consistently elite level. It has to be made up for in development.
