No one was ever really sure what Devaney's role was but Diaco was really big on certain "measurables" for each position.  If you didn't fit the mold, you weren't for him.

I don't know how true this is. 

There's only so much you can do when your boss, the guy that officially gives the schollies says you gotta do something. I think the more details that come out, the more I buy into the idea that Riley was handcuffs.
